No change without policy: the key circular fashion dialogue in the heart of Europe

The second edition of the Circular Fashion Policy Dialogue brought together over 200 policymakers, brands, recyclers, NGOs and industry leaders to shape the rules that will define the future of textiles in Europe.

As EU legislation moves from ambition to implementation, this high-level event focused on the policy levers that will make circularity the norm. These include the Ecodesign for Sustainable Products Regulation, harmonised EPR schemes for textiles, and the measures needed to make circular business models economically viable. It was the moment for the fashion sector to engage directly with decision-makers and turn regulation into real, scalable change.

3 strategic themes at the heart of circular fashion policies

Circularity as Europe’s answer on competitiveness. The Federation’s president, Maxime Delavallée, described circularity as the most European response to rising tariffs and unstable raw material costs, in a sector that employs more than 1.3 million people in the EU.

EPR: from 27 national schemes to one working market. Fragmented national EPR schemes add cost and complexity for every operator working across borders. Harmonised eco-modulation, based on shared EU ecodesign criteria, would make producer responsibility a real driver of circularity across the single market.

VAT: a tax system still designed for the linear economy. The release points out that a garment resold once and repaired twice can carry twice the VAT of a new one.
